PUNJAB:CHALLENGES, POLITICAL LANDSCAPE AND PROSPECTS FOR 2027

After Partition in 1947, Punjab was divided between India and Pakistan, triggering massive migration and communal violence. In 1966, Indian Punjab was reorganised, creating Haryana and Himachal Pradesh. Punjab is historically known as the ‘land of five rivers'. Under the Indus Waters Treaty (1960), India received unrestricted use of the eastern rivers—Ravi, Beas, and Sutlej—while Pakistan received the western rivers—Indus, Jhelum, and Chenab—subject to treaty provisions. The Green Revolution in the 1960s transformed Punjab into India’s leading agricultural state. During the 1980s, Punjab faced a severe period of militancy, culminating in Operation Blue Star in 1984 and subsequent violence. Normalcy gradually returned in the 1990s. Since then, Punjab has remained economically important for agriculture.

Congress: The Indian National Congress has played a major role in Punjab’s politics since Independence. It governed the state in several spells and produced prominent leaders, including Gopi Chand Bhargava, Partap Singh Kairon, Giani Zail Singh, Beant Singh and Captain Amarinder Singh. Congress dominated Punjab politics for decades, particularly before the rise of regional parties.

The Punjab Congress is facing several challenges ahead of the 2027 Assembly elections. Factionalism and leadership rivalry remain its biggest problems, particularly the differences between former Chief Minister Charanjit Singh Channi and PCC president Amarinder Singh Raja Warring. Weak organisational unity and coordination, and difficulty in presenting a single, credible leadership face, are other problems.

Akali Dal : The Shiromani Akali Dal (SAD) is one of Punjab’s oldest regional political parties. Founded in 1920 during the Gurdwara Reform Movement, it initially sought to secure Sikh religious and political interests. After Independence, the party emerged as a major force in Punjab and played a key role in the Punjabi Suba movement, which contributed to Punjab’s reorganisation in 1966. The Akali Dal formed governments in Punjab several times, often in alliance with the Bharatiya Janata Party (BJP). Parkash Singh Badal was its most prominent leader. The party suffered a major setback in the 2022 Assembly election and continues to seek a revival in Punjab politics.

The Shiromani Akali Dal (SAD) remains a significant regional force in Punjab, but its prospects for the 2027 Assembly elections are challenging. It retains a traditional Sikh and rural support base, particularly in Malwa and Majha.

BJP : The Bharatiya Janata Party (BJP) has been an important, though traditionally smaller, political force in Punjab. Its influence grew largely through its long-standing alliance with the Shiromani Akali Dal (SAD). The BJP traditionally contested urban and Hindu-majority constituencies, while the SAD had greater influence among Sikh and rural voters. The alliance governed Punjab several times, including from 2007 to 2017. Relations deteriorated after the farmers’ protests, and the SAD ended its alliance with the BJP in 2020. The BJP subsequently contested more seats independently.

The BJP faces several challenges ahead of the 2027 Punjab Assembly elections. The party needs to strengthen its organisation and appeal in rural Punjab, particularly among Sikh voters. The legacy of the farm-law controversy continues to strain its relationship with sections of the farming community. Building credible Sikh leadership and addressing concerns about Punjab’s regional and religious issues remain important. The biggest challenge is converting its growing political presence into a broad-based, Punjab-specific support base. The BJP must build a stronger booth-level network across all the constituencies.

AAP : The Aam Aadmi Party (AAP) emerged as a major political force in Punjab by promising clean governance, improved public services and an end to corruption. In the 2022 Punjab Assembly election, AAP won 92 of 117 seats, forming the government with Bhagwant Mann as Chief Minister. Its agenda focused on free or subsidised electricity, improvements to government schools and hospitals, employment and action against corruption. AAP’s rise significantly weakened the traditional dominance of the Congress and the Shiromani Akali Dal. However, the government has faced criticism over law and order, unemployment, drug abuse and fiscal pressures. AAP remains a significant force in Punjab politics.

The Punjab government has fulfilled several important commitments, but women's financial assistance, drug eradication, farmers' demands, employee grievances and broader employment generation remain areas where promises have been delayed, partially implemented or disputed.

Strengths of Punjab

Punjab is one of India’s most important agricultural states, widely known as the “Granary of India.” Its fertile plains, extensive irrigation network and hardworking farmers have made it a major producer of wheat, rice and other crops. The state has a strong tradition of entrepreneurship, industry and small businesses. Punjab’s strategic location near the international border also makes it important for national security. Its rich Sikh heritage, historical sites, music, cuisine and festivals contribute to a vibrant cultural identity. Punjabis have a strong presence in the Indian Armed Forces and overseas, creating valuable global connections. With improved water management, industrial diversification and employment opportunities, Punjab has significant potential for further growth.

Drug Menace

Punjab has faced a serious drug problem for several decades, affecting individuals, families and communities. Heroin, synthetic drugs and pharmaceutical substances have fuelled addiction, health problems, crime and social distress. Factors such as unemployment, easy availability of drugs, cross-border smuggling and organised criminal networks have exacerbated the problem. Successive governments have launched enforcement drives, rehabilitation programmes and awareness campaigns, yet the challenge remains significant. Effective action requires a combination of strict measures against traffickers, better border security, accessible de-addiction and rehabilitation services, employment opportunities, education and community participation. The problem cannot be solved through policing alone; prevention, treatment and social reintegration are equally important.

Conclusion

The 2027 Punjab Assembly election is likely to be a closely fought, multi-cornered contest among AAP, Congress, BJP and SAD, with smaller and Panthic groups potentially influencing the outcome. AAP has the advantage of incumbency, a statewide organisation and Chief Minister Bhagwant Mann, but faces anti-incumbency and criticism over governance. Congress can recover if it overcomes internal factionalism, presents united leadership and strengthens its organisation in the state. Otherwise, the story of Haryana may be repeated. BJP is expanding its urban base but needs greater acceptance in rural Punjab and among farmers. SAD could regain some traditional rural and Panthic support. A renewed BJP–SAD alliance could significantly alter the contest. BSP and smaller Panthic parties may split votes and affect close constituencies.

AAP currently holds a slight edge in recent assessments, but no party can be confidently projected to win at this stage. The final outcome will depend heavily on alliances, candidates, anti-incumbency, and vote division. The brave and hardworking people of Punjab are expected to vote for honest and capable candidates, irrespective of caste and religion. Political parties should avoid promoting a freebie culture and focus on health, education, and development.

Punjab, land of Grainy in india known for its five major rivers. The state had faced the insurgency in 80' s finished with action through operation Blue Star and its consequences afterwards. Punjab played a crucial role in green revolution. Now BJP, Congress and AAP are major political parties to contest the upcoming 2027 elections in which AAP has slight edge over others.
