In a recent development, Karnataka's Deputy Chief Minister DK Shivakumar has strongly refuted allegations suggesting he advocated for changes to the Constitution, an assertion that has sparked intense backlash from the Bharatiya Janata Party (BJP). The senior Congress leader has accused the BJP of misinterpreting his statements, asserting that he never proposed altering the foundational document of India's democracy.
Addressing the media in Bengaluru, Shivakumar, a veteran legislator with 36 years of political experience, defended his remarks, emphasizing his deep respect for the Constitution and his awareness of his responsibilities. "I possess basic common sense and would never propose altering the Constitution," Shivakumar clarified. He explained that his comments were taken out of context, highlighting that he merely acknowledged the dynamic nature of the Constitution influenced by judicial interpretations over time.
"Congress, as a national party, holds the Constitution in high regard and understands its sanctity," Shivakumar reaffirmed, signaling his party's commitment to constitutional principles. He further expressed his intention to move a privilege motion against those misquoting him and expressed readiness to take legal action to set the record straight.
Despite Shivakumar's clarification, the BJP has continued its criticism, with BJP MP Tejasvi Surya alleging that the Congress aims to alter the Constitution to implement agendas reminiscent of Jinnah's Muslim League, thereby undermining the legacy of Dr. BR Ambedkar, the architect of India's Constitution. "The Congress has consistently undermined Dr. Ambedkar’s contributions. Now, Karnataka's Deputy Chief Minister openly speaks about changes to the Constitution, revealing the party’s true intentions," Surya accused.
Union Minister Kiren Rijiju also joined the fray, accusing the Congress of pushing for amendments to grant reservations based on religion, specifically targeting Muslims. "Congress is openly admitting that they want to change it for Muslim reservations," Rijiju asserted, adding fuel to the ongoing political controversy.

The controversy erupted following DK Shivakumar's comments at the News18 India Diamond States Summit 2025. Responding to a query about the Karnataka Transparency in Public Procurements (Amendment) Bill, 2025—which proposes 4% reservation for Muslim contractors in public works—Shivakumar acknowledged the potential legal challenges surrounding the issue. When pressed about the legality of religious-based reservations, Shivakumar remarked, "Let's wait and see how the courts rule on this. Over time, many things change, and so does the Constitution. Judicial decisions also shape constitutional interpretations."
