In a major overhaul aimed at curbing ticket black marketing and improving passenger convenience, Indian Railways has announced sweeping changes to its ticketing and refund policies. The revised rules introduce stricter refund timelines while also offering greater flexibility in cancellations, boarding, and coach upgrades.
Under the new guidelines, passengers cancelling their reserved tickets less than eight hours before the scheduled departure will no longer be eligible for any refund. This marks a significant tightening of rules to discourage last-minute cancellations often linked to ticket hoarding and black marketing.
For cancellations made between 24 hours and 8 hours before departure, only 50 per cent of the ticket fare will be refunded. Meanwhile, passengers cancelling between 72 hours and 24 hours prior to the journey will receive a 75 per cent refund.
Previously, passengers were entitled to a full refund if tickets were cancelled up to 72 hours before departure. The revised structure reflects a shift toward stricter regulation of ticket usage.
In a passenger-friendly move, the Railways has simplified the process for cancelling offline tickets. Travellers can now cancel their tickets from any railway station, regardless of where the ticket was originally booked. This eliminates the inconvenience of returning to the original booking station.
The new rules also allow passengers greater flexibility in boarding. Travellers can now board the train from a station that comes after the original boarding point mentioned on their ticket. To support this, the Railways’ mobile application will include an option to easily update the boarding station, ensuring smoother travel planning.
Adding to passenger convenience, Indian Railways has introduced a pre-departure coach upgrade feature. Passengers can now upgrade their travel class up to 30 minutes before the train’s scheduled departure, subject to seat availability.
For instance, travellers booked in Third AC can opt to move to a higher class such as First AC if vacant berths are available. This upgrade option will be accessible through the official Railways mobile application, providing a seamless digital experience.
The revamped policy strikes a balance between tightening regulations to prevent misuse and enhancing flexibility for genuine passengers. While stricter refund rules may impact last-minute plan changes, the added ease in cancellations, boarding adjustments, and upgrades is expected to significantly improve the overall travel experience.
With these changes, Indian Railways aims to modernise its ticketing system while ensuring fair access to tickets for millions of daily passengers.
