The Uttar Pradesh government on Tuesday presented its first supplementary Budget for the financial year 2026-27 in the state Assembly, proposing an additional expenditure of ₹59,019.54 crore. However, the Budget session was marked by noisy protests from opposition parties, leading to repeated disruptions, the suspension of a Samajwadi Party MLA, and a sharp political confrontation between the ruling Bharatiya Janata Party (BJP) and the opposition.
Presenting the supplementary Budget during the Monsoon session, Finance Minister Suresh Kumar Khanna said the proposed outlay comprises ₹17,399.50 crore in revenue expenditure and ₹41,620.04 crore in capital expenditure. He also informed the House that the Budget contains fresh proposals worth ₹7,854.25 crore while ensuring that the state's fiscal deficit remains within the prescribed limits.
The government has allocated significant funds across key sectors aimed at strengthening infrastructure, industrial growth, rural development and public welfare. The largest allocation of ₹22,107.88 crore has been earmarked for heavy and medium industries, highlighting the state's focus on industrial expansion and investment promotion. Rural development has been allocated ₹17,942.73 crore to accelerate village infrastructure and welfare initiatives.
The supplementary Budget also provides ₹7,422.27 crore for the energy sector to improve power infrastructure and electricity supply across the state. Medical and health services have received an allocation of ₹2,025 crore, while the Social Welfare Department has been allotted ₹1,655 crore. An additional ₹1,094.40 crore has been earmarked for the Women Welfare Department, and ₹700.01 crore has been allocated to the Public Works Department for infrastructure-related projects.
The Budget presentation, however, was overshadowed by continuous protests from opposition members, who raised slogans and disrupted the proceedings of the Assembly. The repeated interruptions prompted criticism from the treasury benches, with Chief Minister Yogi Adityanath accusing the opposition of avoiding substantive debate on issues concerning the public.
Addressing the Assembly, the Chief Minister said the government was fully prepared to discuss every issue raised by the opposition but alleged that opposition parties were more interested in disrupting the House than engaging in meaningful discussions. He remarked that instead of presenting arguments through democratic debate, the opposition had chosen to obstruct legislative business.
As the uproar continued, Assembly Speaker Satish Mahana expressed displeasure over the conduct of several opposition legislators. During the proceedings, Samajwadi Party MLA Sachin Yadav was suspended from the House for the remainder of the day for his behaviour amid the protests. The persistent disruptions eventually forced the Speaker to adjourn the Assembly until 11 a.m. on Wednesday.
Later, addressing a press conference after the House was adjourned, Chief Minister Yogi Adityanath launched a strong attack on the opposition's conduct. He said the entire state had witnessed what transpired inside the Assembly and described the behaviour of opposition members as "undemocratic, shameful and contemptuous of the House."
"The House functions according to established rules, regulations and traditions. Such behaviour is not in keeping with parliamentary democracy," the Chief Minister said.
Continuing his criticism of the Samajwadi Party, Yogi Adityanath alleged that the opposition was raising irrational issues only to spread negativity and create a misleading atmosphere among the public instead of participating in constructive discussions.
The supplementary Budget is expected to support the state's ongoing development initiatives while providing additional financial resources for infrastructure, industry, welfare schemes and essential public services. However, the political confrontation witnessed during its presentation underlined the sharp divisions between the government and the opposition as the Monsoon session of the Uttar Pradesh Assembly continues.
