Defence Minister Rajnath Singh on Thursday chaired a meeting of the Parliamentary Consultative Committee for the Ministry of Defence in New Delhi, with discussions centred on the role, mandate and future strengthening of the Territorial Army (TA). The meeting highlighted the force's growing contribution to national security, disaster response and civil-military integration.
Senior officials of the Ministry of Defence gave a comprehensive presentation on the Territorial Army’s organisational structure, operational responsibilities and key achievements. Members of the Parliamentary Consultative Committee also shared valuable suggestions aimed at enhancing the force’s operational effectiveness, preparedness and future capabilities.
Addressing the committee, Rajnath Singh described the Territorial Army as a true embodiment of the "Citizen-Soldier" concept, where individuals from diverse civilian professions voluntarily serve the nation by donning the military uniform whenever called upon. He said the unique model reflects the spirit of patriotism and national service, allowing citizens to contribute directly to India's defence while continuing their civilian careers.
The Defence Minister noted that the Territorial Army currently comprises nearly 44,400 personnel spread across 59 diverse units. Besides supporting the armed forces during emergencies, the TA has emerged as a crucial pillar in humanitarian assistance and disaster relief operations across the country.
Highlighting the force's contributions during natural disasters, Singh praised Territorial Army personnel for their prompt response in relief and rescue operations during the devastating Kerala floods, Odisha cyclone, and the recent floods in Assam. He said the force has consistently played a vital role in evacuating affected populations, providing medical assistance, restoring essential services and supporting civil administration during times of crisis.
Rajnath Singh also underlined the strategic importance of the Territorial Army in strengthening India's defence preparedness. He said the force creates valuable surge capacity for the armed forces by maintaining a reserve of trained soldiers who can be mobilised immediately whenever operational requirements arise. This reserve capability significantly enhances the country's ability to respond swiftly during national emergencies and security challenges.
The Defence Minister further observed that the contribution of Territorial Army personnel extends well beyond their period of active service. After completing their tenure and returning to civilian life, they serve as an important bridge between the armed forces and society. Their experiences help foster greater awareness about national security while inspiring young Indians to consider careers in the defence services.
The meeting reaffirmed the government's commitment to further strengthening the Territorial Army as an integral component of India's defence architecture. The suggestions put forward by committee members are expected to contribute to improving the force's operational efficiency, training and overall effectiveness in meeting evolving security and humanitarian challenges.
The Territorial Army continues to play a unique dual role by supporting the regular armed forces during national emergencies while actively participating in disaster relief, infrastructure protection and nation-building activities, reinforcing its status as one of India's most important citizen-based military institutions.
