The Congress-led INDIA bloc has received permission to hold its November 1 rally at Delhi’s Ramlila Maidan, but the clearance comes with a comprehensive set of restrictions aimed at ensuring public safety and preventing disruption. From a strict 5 PM closing deadline and CCTV surveillance to a prohibition on inflammatory speeches and marches outside the venue, the Delhi Police has made compliance with its conditions central to the event. The rally, titled “Vote Bachao, Desh Bachao” (Save the Vote, Save the Nation), is expected to provide the opposition alliance with a platform to intensify its campaign on electoral issues while placing the responsibility for maintaining discipline firmly on its organisers.
The Delhi Police has granted permission to the Congress to organise a rally at Ramlila Maidan in the national capital on November 1, subject to a series of conditions governing the event’s timing, security arrangements, public conduct and movement of participants. The rally, being organised by the Congress-led INDIA bloc under the slogan “Vote Bachao, Desh Bachao”, is scheduled to take place from 10 AM to 5 PM.
The police clearance, issued through a no-objection certificate (NOC), is conditional upon obtaining the necessary approval from the land-owning authority and complying with all directions issued by the authorities. The conditions make it clear that the organisers will be responsible for ensuring that the gathering remains peaceful, orderly and within the limits specified in the permission.
A key restriction concerns the duration of the programme. The rally must conclude by 5 PM, and the process of dispersing the crowd must begin immediately thereafter. The police has ruled out any extension of the permitted hours, irrespective of the circumstances. Participants have also been prohibited from staying overnight at Ramlila Maidan, either before the event or after its conclusion.
The restrictions extend to the nature of speeches delivered from the stage. The police has prohibited statements that could provoke hostility or tension on the grounds of caste, religion or skin colour, as well as remarks that could threaten social harmony. Organisers have been instructed to take immediate action if any speaker delivers an inflammatory or threatening speech. Such action must include switching off the microphone and removing the speaker from the stage.
This condition places a direct responsibility on the organisers to monitor proceedings rather than allowing potentially provocative remarks to go unaddressed. Any violation of the prescribed rules could invite legal action and may also result in the cancellation of permission.
The police has prescribed extensive surveillance arrangements for monitoring the gathering. High-definition CCTV cameras must be installed at the entry and exit gates, the stage, seating areas and the surrounding vicinity. A dedicated control room with recording facilities and at least five monitors must also be established to oversee the event.
These arrangements are intended to help authorities monitor crowd movement, identify potential security concerns and maintain a record of activities during the rally. The organisers must also deploy an adequate number of volunteers to manage participants and prevent disorder. Volunteers are required to wear identifiable uniforms or badges so that they can be easily recognised when assistance or intervention is needed.
Basic facilities for attendees have also been made mandatory. Organisers must arrange sufficient water tankers and toilet facilities, including separate toilet blocks for women. These provisions are particularly important for a large political gathering, where inadequate amenities can contribute to crowding and other difficulties.
The police has further directed the organisers to provide detailed information about the event, including the list of invitees and volunteers, a minute-by-minute programme schedule and the number of buses expected to bring participants, along with their registration details.
The permission also places limits on the movement of rally participants outside the designated venue. No march from Ramlila Maidan to any other location will be allowed during the event. The restriction is intended to prevent the gathering from turning into a procession through other parts of the city, potentially affecting traffic and public movement.
Vehicles arriving for the rally, including buses, cars and tempos, must be parked only in locations designated by the traffic police. The organisers are expected to coordinate with the authorities and ensure that vehicles do not obstruct roads or create unnecessary congestion in the surrounding areas.
Full cooperation with the Delhi Police has been made compulsory. The organisers must follow all applicable laws, implement the prescribed security arrangements and take necessary measures to manage the crowd throughout the programme.
The NOC also warns that failure to comply with the conditions or disregard for police instructions could lead to legal proceedings against the organisers. Permission for the event may be revoked in the event of violations.
