NIA Names Hafiz Saeed in Supplementary Chargesheet in Pahalgam Terror Attack Case

The National Investigation Agency (NIA) has expanded its investigation into the April 2025 Pahalgam terror attack by naming Pakistan-based terrorist and Lashkar-e-Taiba (LeT) chief Hafiz Saeed as an accused in a supplementary chargesheet filed before a special NIA court in Jammu. The move marks a significant step in the agency's efforts to establish the alleged cross-border conspiracy behind one of the deadliest terror attacks in Jammu and Kashmir in recent years.

Hafiz Saeed Charged for Conspiracy and Waging War

According to the NIA, Hafiz Saeed has been charged both in his individual capacity and as the head of the banned terror outfit Lashkar-e-Taiba, along with its proxy organisation, The Resistance Front (TRF). The agency has invoked multiple provisions of the Bharatiya Nyaya Sanhita (BNS), 2023, and the Unlawful Activities (Prevention) Act (UAPA), 1967.

Investigators have also included charges related to waging war against India and criminal conspiracy, alleging that Saeed orchestrated the attack from across the border with the support of Pakistan-based terror networks.

Supplementary Chargesheet Details

The supplementary chargesheet builds upon the original 1,597-page document filed in December 2025. According to the NIA, the latest filing contains fresh evidence gathered through scientific examination, forensic analysis, intelligence inputs, and extensive field investigations.

The agency stated that the additional material outlines Pakistan's alleged role in planning and supporting the attack, while also detailing Hafiz Saeed's involvement in directing and facilitating the conspiracy.

Earlier Chargesheet Named Key Accused

In its original chargesheet submitted on December 15, 2025, the NIA had named Pakistani handler Sajid Jatt, three terrorists who were later eliminated by Indian security forces during Operation Mahadev in July 2025, and two individuals arrested during the investigation.

The agency had also arraigned Lashkar-e-Taiba and The Resistance Front as organisations, accusing them of planning, facilitating, and executing the attack.
