The attack, which struck the serene Baisaran meadows, resulted in the tragic deaths of 25 tourists and one local civilian, marking one of the deadliest assaults on pilgrims and visitors in recent years.

The agency, in a detailed statement, has chargesheeted seven accused, explicitly naming Pakistan-based terror outfits Lashkar-e-Taiba (LeT) and its proxy, The Resistance Front (TRF), as terrorist organisations behind the meticulously planned carnage. The NIA has categorically described the attack as "religion-based targeted killings carried out by Pakistan-sponsored terrorists."

The 1,597-page chargesheet pulls no punches in attributing the conspiracy to the highest echelons of the LeT. It names LeT founder Hafiz Muhammad Saeed and TRF head Habibullah Malik (alias Sajid Jatt) as key figures involved in the planning and execution of the attack. Sajid Jatt, identified as a Pakistani terrorist handler, has been formally listed as an accused, solidifying the agency's case on the external orchestration of the violence.

Foot Soldiers of Hatred Neutralised

The document identifies the three terrorists who carried out the gruesome shootings on religious lines as Pakistani nationals: Faisal Jatt alias Suleman Shah, Habeeb Tahir alias Jibran, and Hamza Afghani. In a testament to the relentless efforts of Indian security forces, all three perpetrators were eliminated during ‘Operation Mahadev’ in the Dachigam area near Srinagar on July 29.

Charges of Waging War Against India

Moving beyond standard terror charges, the NIA has invoked the grave charge of "waging war against India" (Section 121 of IPC), reflecting the severity with which the agency views this attack on the nation's sovereignty and the collective conscience of its people.

Local Collusion Uncovered

The chargesheet also details local facilitation, naming two accused—Parvaiz Ahmad and Bashir Ahmad Jothar—who were arrested in June. They have been charged with harbouring the terrorists involved in the attack, highlighting the nexus between foreign-trained operatives and local support networks.

While the chargesheet lays out a stark narrative of cross-border terrorism, the NIA has emphasized that the investigation remains open. "Further investigation into the case is continuing," the agency stated, indicating that more details and possible linkages may emerge as the probe deepens.
