In the last 32 months the Indian Army has lost 48 soldiers in J and K. There is spurt in jihadi proxy war , South of Pir Panjal range. Before abrogation of Article 370 the ratio of attacks , between Valley and the Jammu region 7:3, which now seems to have reversed to 1: 4. Reasi, Kathua, Doda, and Kulgam have been targeted by the jihadis in the month of June and July this year. This entire area is in close proximity to Punjab and Himachal Pradesh.Before the abrogation of Article 370 on 05 August 2019 the jihadis were baying for the blood of Indian patriots North of Pir Panzal with both stones and AK-47s . All that seems to be past.
TOURISM AND TERRORISM
Post Article 370 , tourism in the North of Pir Panjal is booming . In this very year , so far 12.5 lakh tourists have visited the Valley region. Is it in deference to sheer economic imperatives, or change in tactic of Pak sponsored jihadi proxy war.It can be no body's case that post abrogation of Article 370 the Pak proxies in the valley have undergone change of heart and become India lovers. Most observant tourists , based on their interactions with those linked with the tourism industry like the cab driver, hotel staff or tour operators, came back with the impression that their love and fidelity to the Indian tourists is precariously predicated on the money they bring. The Kashmir tourist industry is zealous about it's autonomous character and hates any suggestion about it's civilizational or pan India links.The boom of tourism, North of Pir Panjal and spurt in terrorism, South of Pir Panjal is actually concomitant. Infact, one engenders the other. Consequently , the jihadi proxy war industry in J and K is no longer beholden to the military-Intelligence complex of Pakistan. The Pakistani deep state nevertheless continues to remain the driver of this proxy war in terms of providing ideology, ideological framework, madrsah machinery and recruitment, training of jihadis not only in Pakistan but within India as well.
EPICENTER OF JIHAD SHIFTS
The shift of the focus of jihadi proxy war to the south of Pir Panjal range , particularly the Jammu region has not been sudden development. Both Farooq Abdullah and Mehbooba Mufti had been preparing the ground for many years. It was in the year 2001 that Farooq Abdullah brought in the Roshni Act. As per the Act the Gujjars who spend the winter months in the Jammu region with their cattle wealth, due to snow in the mountains, were permitted to claim ownership of the land at nominal rates. Incase of forcible occupation of land by them, eviction orders had to be endorsed by the cabinet
to render it operational. The cut off year for such claims was stipulated as 1990, which was extended to 2004 and then 2007 by Mehbooba Mufti. The objective was to surreptitiously alter the demography of the Jammu region in favour of Muslims. Once this was achieved, a Hindu exodus, similar to the one in the Valley in 1990 could be triggered. Farooq Abdullah is a past master this game. It may be recalled that in Jan 1990 , after setting the stage for the exodus, he made his way to London ,no sooner Presidient 's Rule was imposed. Even before the Governor, Mr Jagmohan could reach Srinagar, the exodus had begun. Farooq Abdullah initiated the same game in the Jammu region by the promulgation of Roshni Act.
KATHUA RAPE CASE FABRICATED
Mehbooba went a step further. The Roshni Act and it's manifestations drew lot of resentment amongst the Hindus of the Jammu region. They remonstrated and agitated against the government's agenda of settling the Gujjar muslims amongst their midst by devious ways. So in order to
terrorise the Hindus, the Mehbooba Mufti government fabricated the Kathua Rape case in Jan 2018, wherein it was alleged that a sixty year old man had instigated his teenage nephew to commit rape on a minor Gujjar girl. After committing the crime , it was alleged that the minor was killed and her body was hidden under the community temple. This author visited the area and seeing the layout of the village and the temple , found the proposition outrageous. The citizens of that region are patriots and Devi Bhakts , and are generally of very sober disposition. They fancy soldiering and serve the military in large numbers.Moreover no old man, in a Hindu family will instigate his son or nephew to commit rape. What was most intriguing that the government and the media repeatedly called out the name of the juvenile offender with impunity, wherein in the 2012 Nirbhaya rape case the Supreme Court had given strict orders, that in the Identity of the juvenile muslim rapist will be not be revealed. The said juvenile rapist, it is learnt, has been rehabilitated by the Tamil Naidu government, at the behest of the Delhi Government.The larger conspiracy could not be more revealing. This conspiracy was hatched to terrorise the Hindus of the Jammu region so that they do not contest the dubious settlement of Gujjar muslims in the region.Such was the scare amongst Hindus, including senior functionaries in the government, that in apprehension of exodus from Jammu, they were looking for houses/plots/flats in other parts of the country. It was the abrogaton of Article 370 that came to their relief.
NEW INFILTRATION ROUTES
Demographic change of Jammu region was not the only motive for Abdullahs and Muftis for settlement of Gujjar Muslims. The idea was settle them in such manner that new infiltration routes with jihadi sympathetic population are created. The Khuds in the region serve as ideal infiltration route. These Khuds are in full spate during the monsoons , owing to the water that flows in from Himachal Pradesh. Most of these Khuds are now in occupation of the Gujjar Muslims, and some of them have been occupied by Rohingyas as well. The settling of Rohingyas, in both Jammu and Valkey in such large numbers is most intriguing. To those who still doubt the jihadi mindset of Kashmiri leaders and the Muslim populace of Kashmir there is message , that while Rohingyas are acceptable in their Jihadi land, there is no place for Hindus , even Kashmiri Hindus. The Rohingya camps are located in the vicinity of some of the most sensitive military camps and installations. This is not incidental.It could not have happened without the tacit support of the chief minister..
PAKISTAN IN INDIAN POLITICS
So the DGP of J and K , Mr R R Swain ,is not wrong in saying:"Pakistan successfully infiltrated all important aspects of civil society, thanks to the mainstream or regional politics in the Valley.There is ample evidence to show many had honed the art of running with the hare and hunting with the hound." This infiltration had begun no sooner J and K acceded to India. The level of infiltration was so serious that Farooq Abdullah's father, Sheikh Abdullah was put behind bars by Nehru, notwithsranding their personal bonding .By 1980s the infiltration was much deeper. A Pakistan protege Mufti Mohammad Syed managed to occupy the the sensitive office of Union Home Minister . Towards creating Pakistan within , he provided the impetus by promoting Pak sonsored Proxy Jihad. The proxy constituency in J and K has spread to the extent that Jihadis from Pakistan find no dearth of homes once they infiltrate in the Indian territory. Recently the security forces stumbled on houses which had underground bunkers intrinsic to them to serve as hideouts for the Jihadis.. One such Hamas like terrorist bunker behind an Almirah was discovered by the Indian Army in Kulgam area. DIVERSIFICATION OF INFILTRATION The Pakistan proxy war machinery has been diversifying it's infiltration routes from LoC to the IB sector for some years now. It because the LoC is very thickly guarded by fire and there are numerous impediments and obstacles. The populated areas that provide shelter are in some depth. Infiltration in winter through the LoC becomes even more hazardous. The IB sector offers many advantages. The Jammu region offers wide variety of military and civilian targets.The Pakistan Rangers lend their support in construction of tunnels across the IB. Once the jihadi infiltrators hit NH 1A, they can develop operations in Jammu region, as well as Punjab. Steadily Pakistan has been enlarging it's J and K proxy war arc to encompass Punjab.The combined threat from Khalistanis and Jihadis poses new challenge to the Indian security establishment. WHO COORDINATES THE ATTACKS.? The big question is that who decides the place and timing of the jihadi attacks? These attacks seem to be synchronized with global or regional or geopolitical events. It is not only the Military-Intelligence establishment of Pakistan that orchestrates these attacks , China and the US does it too. But , most significantly, there are elements within India who have a role in deciding the timing of the jihadi attacks . The attack in Reasi on 09 June ,in which Vaishno Mata pilgrims coincided with Modi’s oath -taking as primeminister for the third term.The message that irrespective of Modi’s victory Ghazwe-i-Hind will continue in the same earnest.The attack in Kathua on 08 July coincided with Modi's visit to Russia.Most muslims in the subcontinent are Trump haters because of his warm relations with Modi. The jihadi attack in Doda on 16 th July coincided with unsuccessful assadination attempt on Trump.
INDIA EXPORTS JIHADI IDEOLOGY
India is the biggest exporter of jihadi ideology in the subcontinent. The Deobandi ideology, the Barelvi ideology, the Ahle Hadis ideology and the Jamait e Islami ideology have their nerve centres in India. They are weaponised into outfits like Lashkar- e -Taiba and Jaish- e 'Mohammad in Pakistan. These are then re-exported to India under democratic nomenclatures like The Resistance Front and People's Anti Facist Front. The Deobandis, Barelvis etc have indeed been influencing elections both in Pakistan and India. They are able to influence elections in India because there is a Pakistan within the country which demograjpically bigger than Pakistan.
CONCLUSION
Indeed Pakistan needs to be torn into smithereens. It has no right to exist. However mere physical punishment will not be enough. Because the smithereens may yet pose threat like the Islamic State. For a comprehensive solution India needs to declare an ideological offensive on Pakistan within.This Pakistan within has the patronage of Abdullahs, Muftis and dynastic political parties. And finally, the Indian establishment will have to find ways to reverse the demographic assault over the years. The well being of a territory is entirely predicated on its demography.
