India has strongly criticised Pakistan at the United Nations for using cross-border terrorism as an instrument of state policy and reiterated that Jammu and Kashmir will always remain an integral and inalienable part of the country. The remarks were made by India's Permanent Representative to the United Nations, Ambassador P. Harish, during the High-Level Open Debate of the UN Security Council on Natural Resources Governance.
Responding sharply to Pakistan's intervention during the debate, Ambassador Harish accused Islamabad of misusing a high-level UN platform to propagate what he described as a false and misleading narrative on Jammu and Kashmir. He asserted that the Union Territory of Jammu and Kashmir has always been, continues to be, and will remain an integral and inseparable part of India.
Emphasising India's constitutional and legal position, Ambassador Harish said this reality is one that Pakistan deliberately chooses to ignore. He stressed that the status of Jammu and Kashmir is settled under the Constitution of India and cannot be questioned through repeated attempts to internationalise the issue at multilateral forums.
The Indian envoy further stated that the only outstanding issue relating to Jammu and Kashmir is Pakistan's illegal occupation of parts of India's sovereign territory. He described Pakistan's continued occupation as an act of naked aggression and urged Islamabad to address this matter instead of raising baseless allegations against India on international platforms.
Referring to the Indus Water Treaty, Ambassador Harish reiterated India's consistent position on the agreement and underlined that genuine cooperation between the two countries is impossible in the absence of mutual trust. He said that trust cannot flourish when cross-border terrorism is repeatedly employed as an instrument of state policy.
"Our position on the Indus Water Treaty remains clear and consistent," he said, adding that meaningful cooperation requires an atmosphere free from terrorism and hostility. The envoy indicated that continued support for cross-border terrorism undermines the very foundation of bilateral cooperation and regional stability.
India has consistently maintained that terrorism and dialogue cannot go hand in hand and has repeatedly called upon Pakistan to take credible and verifiable action against terrorist groups operating from its soil. New Delhi has also maintained that any bilateral engagement must be based on an environment free of terror.
Concluding his intervention at the Security Council debate, Ambassador Harish advised Pakistan to focus on addressing its own internal challenges rather than attempting to pass judgment on other countries. He urged Islamabad to resolve its domestic issues instead of misusing international forums to advance politically motivated narratives against India.
India's latest remarks at the United Nations reaffirm its long-standing position that Jammu and Kashmir is an internal matter and reject any attempt by Pakistan to raise the issue in international bodies. The statement also reinforces New Delhi's continued emphasis on combating cross-border terrorism as a prerequisite for peace, stability, and constructive engagement in the region.
