A woman constable was found soaked in blood in the Saryu Express train on the morning of 30 August in Ayodhya, Uttar Pradesh. The constable's clothes were found under the seat in disarray. There was blood spread in the train. There were deep knife marks on the face. After the video of the woman constable went viral on social media, Allahabad High Court itself took suo motu cognizance of the matter.
High Court Chief Justice Pritinkar Diwakar constituted a special bench at 9 pm on Sunday night and heard the case at his official residence. Expressing displeasure over the incident, the bench has sought answers from the Uttar Pradesh government. After this, the hearing was held again on Monday afternoon.
The hearing was held on Monday afternoon by the bench of Chief Justice Pritinkar Diwakar and Justice Ashutosh Srivastava. The bench sought response from the state government and the Railways. The court asked - SP Railway gave information on what action has been taken so far in the injured woman constable case. The court sought information about security arrangements in the train. The court asked – Where were GRP and RPF at that time? The High Court is satisfied with the ongoing investigation. The date of the next hearing has been fixed for September 13. Government advocate AK Sand was also present in the court.
The court has also ordered a senior officer associated with the investigation to appear during the hearing held on Sunday. The officer will have to be present in the court and tell what action has been taken in this matter so far. The government will also have to tell whether the accused have been identified and arrested in this case till now or not?
During the hearing, the Additional Solicitor General of the Central Government will have to be present on behalf of the Railways. The Chief Justice summoned UP Government's Additional Advocate General Manish Goyal, Government Advocate AK Sand, Additional Government Advocate JK Upadhyay and Additional Chief Standing Counsel Priyanka Middha for the hearing of this case on Sunday night. High Court lawyer Ram Kumar Kaushik has also given a letter to the Chief Justice in this matter, requesting him to accept it as a PIL.
