The Central Government has significantly upgraded the operational capabilities of the Central Armed Police Forces (CAPFs) through a comprehensive modernization drive under the Central Sector Scheme, Modernization Plan-IV. The initiative has focused on equipping forces with advanced weapons, surveillance technologies, secure communication systems, mobility platforms, protective gear and modern infrastructure to enhance India's border security and internal security operations.
The details were shared by Minister of State for Home Affairs Shri Nityanand Rai in a written reply to a question in the Lok Sabha.
According to the Ministry of Home Affairs, the modernization programme has enabled CAPFs to adopt cutting-edge technologies and improve operational preparedness in counter-insurgency, anti-Naxal operations, border guarding and other internal security duties.
A major component of the modernization plan has been the induction of advanced weapon systems and combat equipment. CAPFs have received modern assault rifles, Glock pistols integrated with Corner Shot systems, advanced ammunition and weapon accessories to improve combat effectiveness during high-risk operations.
To strengthen surveillance and intelligence gathering, the government has supplied thermal imagers, passive night vision goggles, unmanned aerial vehicles (UAVs), drones, Automatic Fire Detection and Suppression Systems, and other sophisticated electronic surveillance equipment. These technologies have significantly enhanced real-time monitoring and situational awareness, particularly in difficult terrains and sensitive border areas.
The modernization initiative has also focused on upgrading communication and information technology infrastructure. CAPFs have been equipped with secure communication devices, Hyper-Converged Infrastructure (HCI) servers and nodes, advanced networking infrastructure, command-and-control systems and digital operational platforms, enabling seamless coordination during operations.
Mobility has been enhanced through the induction of specialized vehicles, including Medium Bullet Proof Vehicles, Light Bullet Proof Vehicles, Mine Protected Vehicles, Wheel Armoured Platforms, Emergency Rescue Fire Tenders and Rubberized Inflatable Boats. These platforms are expected to improve operational reach and provide better protection to personnel deployed in challenging environments.
The government has also prioritized force protection by providing bullet-resistant jackets, ballistic helmets, protective shields and other personal protective equipment to enhance the safety of security personnel during field operations.
Specialized operational capabilities have been strengthened through the procurement of Counter-IED and bomb disposal equipment, rescue and disaster response tools, and specialized tactical gear to address evolving security challenges.
In addition to equipment, substantial investments have been made in infrastructure development. The modernization plan includes the creation of modern training facilities, communication infrastructure, logistics support systems, ICT infrastructure, maintenance facilities and other operational infrastructure to support both border management and internal security responsibilities.
The Ministry also released force-wise allocation and expenditure details under Modernization Plan-IV. The total financial outlay for the scheme stands at Rs 1,523 crore. During 2022-23, allocations of Rs 104.46 crore were made, with an expenditure of Rs 77.68 crore. In 2023-24, allocations increased to Rs 111.27 crore, with spending of Rs 97.80 crore. For 2024-25, Rs 181.21 crore was allocated and Rs 119.23 crore spent. A significant increase was seen in 2025-26, with allocations rising to Rs 521.24 crore and expenditure reaching Rs 481.02 crore. As of July 26, 2026, Rs 363.45 crore had been allocated for 2026-27, of which Rs 92.85 crore had been utilized.
Among the CAPFs, the Central Reserve Police Force (CRPF) received the highest financial outlay of Rs 463.96 crore under the scheme, followed by the Border Security Force (BSF) with Rs 355.66 crore and the Assam Rifles (AR) with Rs 218.15 crore. Other beneficiaries include the Central Industrial Security Force (CISF), Indo-Tibetan Border Police (ITBP), National Security Guard (NSG) and Sashastra Seema Bal (SSB).
The Ministry stated that these modernization measures have substantially improved the operational capability of CAPFs by enhancing mobility, surveillance, intelligence gathering, force protection and rapid response capabilities. The upgrades are expected to strengthen India's preparedness in safeguarding borders, combating insurgency and Naxal violence, and effectively addressing emerging internal security challenges.
