In a significant move aimed at bolstering the social security net for India's veteran community, Defence Minister Rajnath Singh has approved a massive 100 percent increase in financial assistance for aged Ex-Servicemen, their widows, and dependents. The decision, which impacts key welfare schemes, is a powerful reaffirmation of the nation's commitment to honouring the service and sacrifice of its armed forces personnel.
The enhanced benefits, announced for schemes run by the Department of Ex-Servicemen Welfare (DESW), will provide sustained lifetime support to some of the most vulnerable segments of the veteran community.
Key Highlights of the Enhanced Assistance:
Penury Grant Doubled: The monthly penury grant, a crucial lifeline for aged and non-pensioner Ex-Servicemen and their widows above 65 years with no regular income, has been doubled. The assistance has been increased from ₹4,000 to ₹8,000 per month per beneficiary, offering them a more dignified and secure life in their twilight years.
Boost for Education and Marriage: Recognising the importance of supporting the families of veterans, the government has also substantially increased other grants.
The Education Grant for dependent children has been raised from ₹1,000 to ₹2,000 per month per child, applicable for up to two children.
The Marriage Grant has been significantly enhanced from ₹50,000 to ₹1,00,000 per beneficiary, easing the financial burden on families during an important life event.
Implementation and Financial Outlay
The revised rates are set to take effect for all applications submitted from 1st November 2024 onwards. The Ministry of Defence estimates that this welfare measure will have an annual financial implication of approximately ₹257 crore.
These vital schemes are funded through the Raksha Mantri Ex-Servicemen Welfare Fund (RMEWF), which operates as a subset of the Armed Forces Flag Day Fund (AFFDF). The AFFDF is a central pillar of citizen support for the welfare of the armed forces community, collected through annual Flag Day collections.
A Stronger Social Security Net
This decision is widely being hailed as a transformative step in strengthening the social safety net for non-pensioner Ex-Servicemen and their widows. Many of these individuals, who served the nation but do not qualify for a regular pension, often face significant financial hardships in their old age. The doubled penury grant ensures a more robust and sustained lifetime support system, directly addressing the issue of penury among the veteran community.
