80 Lakh Girls Reached: India Steps Up Preventive Healthcare Against Cervical Cancer

India’s national campaign against cervical cancer has reached a major public-health milestone, with more than 80 lakh doses of the Human Papillomavirus (HPV) vaccine administered since the nationwide programme was launched in February 2026. The achievement signals the growing reach of preventive healthcare through the public health system and highlights the government’s effort to provide adolescent girls with protection against one of the most preventable forms of cancer.

 

The National HPV Vaccination Campaign, launched by Prime Minister Narendra Modi in February this year, is aimed at providing voluntary and free vaccination to 14-year-old girls at government health facilities. The single-dose vaccination is administered with parental consent, making the programme one of the country's largest coordinated preventive-health interventions focused specifically on adolescent girls.

The scale of the initiative is significant. According to estimates of the Registrar General of India for 2021, nearly 1.2 crore girls form the annual cohort of 14-year-olds who could benefit from the programme. Reaching more than 80 lakh doses therefore represents substantial progress in expanding protection through a government-led vaccination framework.

The performance of individual states also reflects the intensity of the campaign. Gujarat, Uttar Pradesh, Madhya Pradesh and Mizoram have reported 100 per cent coverage of their identified target populations. Bihar, Andhra Pradesh and Assam have crossed the 90 per cent mark, while Karnataka has exceeded 85 per cent coverage. Chhattisgarh, Sikkim, Kerala, Telangana and Odisha have crossed 60 per cent.

Uttar Pradesh has emerged as the state with the largest number of vaccinations, with more than 22 lakh adolescent girls receiving the HPV vaccine. The figures underline the importance of population-scale mobilisation in a country where reaching every eligible beneficiary requires coordination between government health institutions, schools, communities and frontline workers.

The campaign's progress has not been based merely on vaccine availability. Considerable emphasis has been placed on community participation and the dissemination of credible information. Parents, teachers, healthcare professionals and frontline health workers have been brought into the mobilisation effort to address concerns surrounding HPV vaccination and counter misinformation.

Medical professionals, including paediatricians and gynaecologists, along with experts from institutions such as AIIMS, have contributed to awareness initiatives. ASHAs, ANMs and other frontline workers have played an important role in identifying eligible beneficiaries, communicating with families and helping health authorities extend vaccination services to difficult-to-reach populations.

The experience of states such as Madhya Pradesh and Gujarat demonstrates how sustained community mobilisation and focused field-level implementation can accelerate coverage. In the Northeast, Assam and other states have demonstrated how integrated community health networks can help overcome geographical challenges and extend public-health interventions to dispersed populations.

Technology has provided another important layer of support. The campaign is leveraging the U-WIN digital platform to enable programme managers to track vaccination coverage, identify gaps and locate beneficiaries who may have been missed. Such data-driven monitoring can help authorities deploy resources more efficiently and ensure that areas with lower coverage receive additional attention.

The campaign also draws upon extensive international experience with HPV vaccination. More than 800 million doses of HPV vaccines have been distributed globally, creating a substantial body of real-world experience regarding their use and safety. Once concentrated largely in high-income countries, HPV vaccination has increasingly become part of national immunisation strategies across countries at different income levels.

According to the government, HPV vaccines have been adopted in national immunisation programmes by 87 per cent of upper-middle-income countries, 78 per cent of lower-middle-income countries and 54 per cent of low-income countries. The expanding global adoption reflects the growing recognition of vaccination as a crucial component of long-term cervical cancer prevention.

Safety monitoring has also been incorporated into India's programme. Vaccination sessions are conducted under the supervision of trained Medical Officers at government health facilities. These facilities are connected with 24×7 healthcare services for appropriate assessment and management of rare Adverse Events Following Immunization. The system is intended to ensure that any suspected adverse event receives timely medical attention.

The achievement of 80 lakh doses comes as the campaign moves towards its final phase. The immediate challenge is now to reach eligible girls who remain outside the programme and close the remaining coverage gaps. For health authorities, the objective is not simply to reach a numerical target but to ensure that geographical location, social circumstances or lack of awareness do not prevent an eligible girl from receiving the vaccine.

The campaign represents a broader shift in India's public-health strategy—from treating disease after it occurs to preventing it before it develops. HPV vaccination, combined with awareness, screening and timely medical intervention, can form an important part of a comprehensive strategy against cervical cancer.

Crossing the 80-lakh mark is therefore more than a vaccination statistic. It represents the expanding ability of India's public health system to deliver preventive care at scale and provides a foundation for protecting future generations of women from a cancer that can be substantially prevented through vaccination and early detection.
